The Special Operations Unit Guidebook was originally developed and compiled by Mike Conti in 1992 for use by police-industry special response teams. The need for such a guidebook became apparent to him while he served as a member of a state-wide special tactical operations unit. Overview: The Special Operations Unit Guidebook has been designed to serve several functions:
Incorporated into the work is a unique "evolution procedure", which will help ensure that the SOU Guidebook as well as the tactics and techniques described within it will not become obsolete or stagnant, but rather, will evolve with the unit as it develops and changes over the coming years.
The Special Operations Unit Guidebook is divided into three sections Section II contains the heart of the guidebook, consisting of individualized guidelines and comprehensive checklist packets which are formatted specifically to address the various situations unit members will be responding to. Section III addresses unit and individual officer training. It is divided into five sub-sections that include: Introduction and Task Summary, Common Tasks for all skill level one members, Advanced tasks for skill level two members, Qualification course check-list, individual member, and Task Summary Guidelines. The training section and qualification course ensures that all members of the unit share a common basis of knowledge from which to draw on while engaged in training and operations.
Distribution-The Team Concept In keeping with the proven principles of small-unit integrity and the total team concept, it is recommended that one (1) complete hard-copy of the guidebook be issued to each operational member of the unit. Each member will sign for his issued copy and be responsible for its security and up-keep. One copy of the entire guidebook will also be provided on a PC-compatible CD-ROM disk. This copy will be licensed to, and may only be used by, the purchasing agency in order to facilitate easy changes, deletions, or additions to the customized version of the unit’s guidebook. Updates Any updates to the Guidebook will be provided free of charge for 2 years to the purchasing department or agency. The adoption of any changes will be left to the individual unit commander's discretion. Cost The Special Operations Unit Guidebook has been produced with cost efficiency in mind. As each version of the work is customized for the purchasing department/unit, a consultation regarding the content, format, and number of copies desired is necessary to determine exact cost per order. All orders include a copy of the Guidebook on CD-ROM disk as well as updates for a 2-year period. Training Options Package deals combining the SOU Guidebook and training are also available. Training services may be accessed in individual components or in conjunction with purchase orders for the SOU Guidebook. Inquiries should be made through Saber Group, Inc. Summary There will always be enough confusion present at any critical incident scene to hinder the already complicated business of dealing with the many variables involved. The use of the easily read, practically formatted Special Operations Unit Guidebook will help responding unit members set the foundation for the safe, tactically proper responses so important in today’s liability-rich environment. The need for documented, mission-specific training and response records are also addressed, serving to enhance not only the professionalism of the unit's commander and its members, but also reflecting favorably upon the administration and department as a whole.
