We haven’t had a comprehensive book on the use of chemical munitions since Thomas Swearengen’s classic book Tear Gas Munitions, or since Rex Applegate gave us the book Riot Control, which many consider to be the definitive work of its type. Colonel Applegate was in the process of rewriting his book to bring it up to date with the many technical advancements in the field when he passed away. It is unfortunate that the Colonel never finished that project.

The landscape of the law enforcement chemical munitions world has changed drastically since both Applegate and Swearengen made their contributions. We must now be more concerned about litigation resulting from our use of chemicals as an aid to resolving violent confrontations than ever before. Occupational safety and environmental issues that previous authors never imagined now concern even the smallest agency that seeks the tremendous advantages of using these tools. It is hard to overestimate the effect of the development of oleoresin capsicum products on tactics, dissemination methods and even the public perception of the use of chemicals in law enforcement.

While many of today’s products would be very familiar to an officer of the 1960’s, the 1950’s, or even the 1940’s, many others bear little resemblance to anything used by our predecessors in this challenging field. By the same token, many of the products that they accepted have been eliminated as experience showed them to be difficult or even excessively dangerous to use. The situation is vastly changed since those great contributions of the past and now the need again exists for a book that puts it all in perspective.

Mike’s book fills that need. It is a well-researched modern guide for today’s peace officer in the selection, use, clean up and disposal of law enforcement chemical agents. It will be an often-used resource for anyone with responsibility, or an interest, in this field.
